Biography

Position: Senior Lecturer, Department of Management
Qualifications: BA, MA, Chartered FCIPD, PCPD, MAPM, FHEA

 

Senior Lecturer Mark Horan started his career as an accountant for KPMG and then moved into a variety of Senior Human Resources roles.

He has HR experience in both public and private sectors, initially with First Leisure which runs a number of attractions in Blackpool including the Tower and Winter Gardens.

Mark then moved on to the NHS / Department of Health, and spent 10 years as Corporate Change Director; where he had Board level responsibility for Human Resources, Corporate Governance, TUPE Transfers, Business Planning and Organisational Development.

He was Project Director for the set up of a number of Special Health Authorities and is a member of the Association of Project Managers. Mark was also a member of the NHS Ministerial Advisory Board, and advised the Permanent Secretary on Corporate Governance and Pensions issues.

Most recently Mark was Strategic HR Director for Blackpool Council with responsibility for an operational staff of 8000, and was Vice Chair of the Lancashire Strategic HR Forum.

As a Chartered Fellow of the CIPD, Mark has recently joined the Business School’s CIPD Team, with a particular focus on Professional Development, Change Management and Managing for Results.

Mark has been a guest speaker for:

  • The Civil Service College on the subject of Business Planning
  • Cabinet Office on the subject of Investors in People
  • Association of Greater Manchester Authorities on the subject of Equal Pay
